BlackLine Alternative: When a Regulated Payment Firm Needs More Than a Close Platform

BlackLine alternative or addition? How BlackLine compares with client money reconciliation for payment, e-money, money transmitter and stablecoin firms.

    Key takeaways

    • BlackLine describes itself as a provider of cloud software that automates and controls financial close and accounting processes, with more than 4,300 customers.
    • BlackLine says more than 600 financial institutions use its platform, and its financial institutions page describes daily or as-needed high-frequency reconciliations.
    • UK payment and e-money firms must perform internal and external safeguarding reconciliations at least once each reconciliation day under CASS 15.8, in force from 7 May 2026.
    • US money transmitters must hold permissible investments at all times worth no less than their outstanding money transmission obligations under the CSBS model law, as adopted by each state.
    • Many regulated payment groups run a close platform such as BlackLine for the general ledger and a separate client money platform for safeguarding positions and regulator returns.

What are the key facts on BlackLine and its alternatives?

BlackLine is an established financial close and account reconciliation platform; the question for a regulated payment firm is whether it also covers client money rules, or whether a second tool is needed.

    What does BlackLine do?

BlackLine automates the work an accounting team does to close the books: reconciling balance sheet accounts, matching high volumes of transactions, managing journals and intercompany balances, and tracking close tasks.

BlackLine's About page describes the company as "a leading provider of cloud software that automates and controls financial close and accounting processes", founded in 2001 and focused on accounting automation and control since 2005. It reports more than 4,300 customers.

Its Account Reconciliations product is described as a way to "standardize, control, and automate account reconciliations in one governed workspace", with its Verity AI preparing and matching reconciliations so that staff review exceptions rather than every account. An account reconciliation, in everyday terms, is the check that a balance in the general ledger (the company's main accounting record) agrees with an outside record such as a bank statement. BlackLine states that its AI is governed under ISO 42001 controls, an international standard for managing AI systems.

Its Transaction Matching product uses configurable rules to match large numbers of individual transactions, flag exceptions and suggest matches for review. BlackLine names bank-to-ledger, credit card-to-bank and clearing account reconciliations as uses. Its product range also covers journal entry, consolidation, task management, compliance, intercompany (create, balance and resolve, net and settle) and invoice-to-cash.

    Where is BlackLine strong?

BlackLine is strong where a finance team needs one controlled, auditable process for the close across many accounts, entities and ledgers.

For banks and other financial institutions, BlackLine's financial institutions page says the platform can ingest, transform and match high volumes of cash, clearing and sub-ledger data, and names bank, investment, ATM, demand deposit and clearing account reconciliations. It describes "High Frequency Reconciliations" that let teams reconcile daily or as needed, and an "automated, auditable linkage from the initial trade to the final regulatory report". It states that more than 600 financial institutions use the platform.

A firm that already runs BlackLine for its close therefore has a mature control over its general ledger, its bank accounts and its intercompany balances. Replacing that with a narrower tool would usually be a step backwards. The more useful question is which regulatory tasks sit outside a close platform's stated scope.

What do regulated payment and stablecoin firms need that a close platform is not built around?

Licensed payment, e-money, money transmission and stablecoin firms must prove each day, licence by licence, that customer money is fully protected, and report that position to each regulator.

Daily client money reconciliation. In the UK, CASS 15.8 requires internal safeguarding reconciliations "no less than once each reconciliation day" (CASS 15.8.19R) and external reconciliations on the same basis (CASS 15.8.42R). The FCA's safeguarding page explains that weekends, bank holidays and days when relevant foreign markets are closed are not reconciliation days. A shortfall must be made good by the end of the day the reconciliation is performed (CASS 15.8.50R), and a material failure to reconcile must be reported to the FCA without delay (CASS 15.8.60R). The rules came into force on 7 May 2026 under PS25/12. In the EU, funds still held at the end of the business day after receipt must be safeguarded under Article 10(1) of PSD2, as the EBA confirms.

Rules that differ by licence. A US money transmitter must hold permissible investments, meaning assets the law allows to back customer obligations, such as cash and certain government obligations. Section 10.03 of the CSBS Money Transmission Modernization Act, a model law each state chooses whether to adopt, requires a licensee to "maintain at all times permissible investments" worth no less than its outstanding money transmission obligations, held in trust for customers on insolvency. A UK e-money institution follows CASS 15 instead, and an EU institution its national law. The calculation is different for each licence, not one formula.

Regulator returns. UK firms file the monthly return on safeguarding and relevant funds (REP027) within 15 business days of each month end, as the monthly safeguarding return guide explains. US licensees file the NMLS MSB Call Report, whose permissible investments section is reported at company level, with each state's regulator applying its own rules to the figures.

Positions per entity and currency, never offset. Each obligation belongs to the licensed company that owes it, so a surplus in one group company cannot cover a shortfall in another. CASS 15.8.47R requires external reconciliations to compare balances currency by currency. Our guide to multi-entity reconciliation covers how groups keep each position separate.

Fiat and stablecoin together. The NMLS permissible investments section includes a separate table for virtual currency held for customers and outstanding virtual currency liability. Section 4(a)(1) of the [GENIUS Act](${URL.genius}) (Public Law 119-27) requires permitted US payment stablecoin issuers to maintain identifiable reserves backing outstanding stablecoins on at least a one-to-one basis, and to publish the composition of those reserves each month. A firm holding customer balances partly in bank accounts and partly in blockchain wallets needs both reconciled in the same daily position.

BlackLine's public pages reviewed for this guide do not mention safeguarding, client money, permissible investments, crypto or stablecoins. That does not mean a firm cannot configure parts of this work in BlackLine; it means the capability is not stated publicly, and a buyer should ask.

How do BlackLine and Safeheld compare?

BlackLine is built around the accounting close; Safeheld is built around the daily client money position for each licence.

What does an offset hide in a group position?

A consolidated group total can show a surplus while one licensed company is short of customer money.

Worked example. Nexus Payments has three licensed companies: a UK e-money institution, a US money transmitter and an EU e-money institution. At the end of one day, the UK company owes customers GBP 50.0 million and holds GBP 49.4 million in safeguarding accounts. The US company has USD 80.0 million of outstanding obligations and USD 82.5 million of permissible investments. The EU company owes and holds EUR 30.0 million. The group reports in US dollars at GBP 1 = USD 1.27 and EUR 1 = USD 1.08.

    EU e-money institutionEUR 30.00mEUR 30.00mCovered32.40m32.40m
    Group total175.90m177.64m

The group total shows USD 177.64 million held against USD 175.90 million owed, a surplus of USD 1.74 million. Yet the UK company is GBP 0.60 million short, and the US surplus cannot be used to cover it, because each obligation belongs to a different licensed company under a different regulator. Under CASS 15.8.50R the UK shortfall must be paid in by the end of the day. A close process that reports the converted group total, or nets intercompany balances in consolidation, is doing its job correctly for the accounts. It is not the view a safeguarding officer needs.

Do firms use BlackLine and a client money platform together?

Yes. Many regulated payment groups keep a close platform for the general ledger and add a client money platform for safeguarding positions and regulator returns.

The split follows the two questions each team must answer. The accounting team must show that the books are complete and accurate at period end. The safeguarding team must show that, on each reconciliation day, every licensed company held enough customer money in the right accounts and currency. The ledger balances closed in BlackLine are one input to the client money reconciliation, alongside bank statements, processor reports, custody records and wallet records.

When the boundary is clear, the two systems check each other: a difference between the closed ledger and the reconciled client money position is itself a finding to investigate. Our guide to choosing the best reconciliation software for a payment company sets out how to decide which system owns which control.

What should a payment firm ask when evaluating BlackLine or an alternative?

Ask each vendor to show the following with your own data, rather than describe it.

    • Show the client money position for each licensed company, in each currency, for a past date, without any offset between companies.
    • Show how the internal and external safeguarding reconciliations are run at least once each reconciliation day, and how a shortfall is flagged before the end of that day.
    • Show how permissible investment rules are applied per US state, including any caps on asset types.
    • Show the UK monthly safeguarding return (REP027) and the NMLS MSB Call Report permissible investments section produced from the reconciled figures.
    • Show blockchain wallet and custody records reconciled in the same position as bank accounts.
    • Show who approved each movement of customer money, and the evidence behind each resolved break.
    • Show what an auditor or bank sees, and whether they can be given read-only access.
    • Confirm in writing any capability that is not stated on the vendor's public pages.

    How does Safeheld help?

Safeheld matches bank statements, processor and partner reports, ledgers, custody and blockchain wallet records every day, and holds one position per company in its own currency, never offset against another company in the group, agreed back to a group total.

Breaks are raised the day they appear, routine timing differences are cleared by rule, and others are worked to a cause with evidence recorded. The UK monthly safeguarding return and prepared packs for US states and the NMLS call report come from the same reconciled figures, so a firm can keep BlackLine for its close and use Safeheld for client money, fiat and stablecoin alike.

    Frequently asked questions

    What is BlackLine?

BlackLine is a provider of cloud software that automates and controls financial close and accounting processes, including account reconciliations, transaction matching, journal entries, consolidation and intercompany. It was founded in 2001 and reports more than 4,300 customers.

Does BlackLine handle safeguarding or client money reconciliation?

BlackLine's public pages describe high-volume and daily reconciliations for financial institutions but do not mention safeguarding, client money or permissible investments. Firms should ask BlackLine directly what it supports for these rules.

    How much does BlackLine cost?

BlackLine does not publish its pricing. Prices are available from BlackLine on request, so any figure quoted elsewhere is a third-party estimate rather than a published price.

How often must a UK payment or e-money firm reconcile client money?

Under CASS 15.8, in force from 7 May 2026, internal and external safeguarding reconciliations must be performed no less than once each reconciliation day, and any shortfall paid in by the end of the day the reconciliation is performed.

What must a US money transmitter reconcile?

Under the CSBS model law, as adopted by each state, a licensee must hold permissible investments at all times worth no less than its outstanding money transmission obligations, and report them in the permissible investments section of the NMLS MSB Call Report.

Why can a group not offset positions between its licensed companies?

Each customer obligation belongs to the licensed company that owes it, under its own regulator. A surplus held by one company is not available to customers of another, so each company's position must be covered on its own.

Can a firm use BlackLine and Safeheld together?

Yes. A common pattern is BlackLine for the accounting close and general ledger, and Safeheld for the daily client money position per licensed company and the regulator returns built from it.

Does a stablecoin business need a different reconciliation?

It needs blockchain wallet and custody records reconciled alongside bank accounts. US payment stablecoin issuers must hold reserves on at least a one-to-one basis under the GENIUS Act, and the NMLS call report has a separate virtual currency table.
